Mary C. FitzGerald

From 1989 until 2009, Mary C. FitzGerald served as a Research Fellow in Sino-Russian military affairs at Hudson Institute. Fluent in Russian, she analyzed Russian and Chinese military writings for the DOD to define the revolutionary impact of emerging technologies on their military doctrine, strategy, operational concepts, organizational structures, and defense industry imperatives. FitzGerald served as consultant to the White House Office of Science and Technology Policy, the Defense Science Board, the U.S. - China Economic and Security Review Commission, the EMP Commission, and various intelligence agencies.

In 1993, the Chief of U.S. Army Intelligence awarded her a civilian medal for her extensive briefings to the senior Army leadership on ?Russian Lessons from Desert Storm.? From 1994-1995, she served as Adjunct Professor at the Air Command and Staff College, where she lectured extensively on Russian aerospace theory and practice. In 2007, she submitted testimony on "China's Military Strategy for Space" to the U.S. - China Economic and Security Review Commission.

FitzGerald completed cutting-edge studies for the DOD, which included: Russian Views on Electronic and Information Warfare; Impact of the RMA on Russian Military Affairs; Russia-China Convergence/Divergence on 21st-Century Warfare; Sino-Russian Strategies for Fighting Future Wars; and Challenging U.S. Space Superiority: China's Space "Surprise."

She contributed to numerous books and was the author of three monographs: Soviet Views on SDI (1987), Changing Soviet Doctrine on Nuclear War (1989), and The New Revolution in Russian Military Affairs (1994). She contributed a pivotal chapter--entitled ?China?s Evolving Military Juggernaut?--to Hudson?s 2005 book: China?s New Great Leap Forward: High Technology and Military Power in the Next Half-Century.

FitzGerald published seminal articles on Russian and Chinese military topics in Strategic Review, ORBIS, Comparative Strategy, Defense Analysis, International Defense Review, The RUSI Journal, Naval War College Review, Airpower Journal, Air Force Magazine, Armed Forces Journal, Defense News, The Wall Street Journal (Europe), and The Christian Science Monitor.
