April 21, 2009
by Hudson Institute

Hudson Institute is pleased to welcome Tevi Troy, most recently Deputy Secretary of the Department of Health and Human Services (HHS) under George W. Bush, as a Visiting Senior Fellow.

At Hudson, Dr. Troy will write on health care, medical innovation, and bio-defense issues. "With new White House healthcare proposals just around the corner, we are very fortunate to have someone of Dr. Troy's stature joining Hudson at this important juncture," says Hudson CEO Kenneth Weinstein.

Dr. Troy says that he is "pleased to have the opportunity provided by Hudson Institute to join in the continued development of thoughtful policy responses to the challenges we face."

Dr. Troy is no stranger to the intersection of research and public policy. Prior to his position at HHS, he served as Deputy Assistant and Acting Assistant to the President for Domestic Policy, where he ran the Domestic Policy Council and was the White House's lead adviser on health care, labor, education, transportation, immigration, crime, veterans affairs, and welfare. While at the White House, Dr. Troy spearheaded the "American Competitiveness Initiative." He is the author of Intellectuals and the American Presidency: Philosophers, Jesters, or Technicians (Rowman & Littlefield), as well as numerous newspaper and magazine articles.

Between 1996 and 2000, Dr. Troy served as an adviser to the House Policy Committee and then as a policy director to Senator John Ashcroft. He holds a B.S. in Industrial and Labor Relations from Cornell University, an M.A. and Ph.D. in American Civilization from the University of Texas at Austin, and has served as a research fellow at Hudson and as a researcher at the American Enterprise Institute.
