Hudson Institute Partners with Andrew W. Marshall Foundation
WASHINGTON – Hudson Institute’s Center for Defense Concepts and Technology is pleased to announce a partnership with the Andrew W. Marshall Foundation (AWMF). Hudson will host the first scholar of AWMF’s Andrew W. Marshall Scholar program, a new initiative launched in January 2021.
The Andrew W. Marshall Scholar will author a study reflecting Andrew Marshall’s approach to long-term strategic thinking. Hudson Institute has selected Arthur Tellis as the inaugural Andrew W. Marshall Scholar. Tellis’s study will focus on the economic dimensions of the strategic competition between the United States and the People’s Republic of China, with a specific emphasis on the role of public institutions; resources; industrial capacity; innovative potential; technological advancement; demographics; consumption imbalances and debt-carrying capacity, and will identify opportunities for the United States to gain an advantage.
Arthur is a director in the office of the Principal Cyber Advisor to the Secretary of Defense in OSD (Policy). His portfolio includes defense industrial base cybersecurity and counterintelligence, commercial technology transition, and international partnerships. Prior to joining the Department of Defense, he was a staffer on the Senate Armed Services Committee, where he specialized in cyber operations and cybersecurity issues. He graduated from the University of Chicago in 2016 with a major in Economics and a minor in History.

We are looking forward to Marshall scholars advancing the art and science of net assessment.”

Established in July 2020, Hudson Institute’s Center for Defense Concepts and Technology examines the evolving field of military competition and the implications of emerging technologies for defense strategy, military operations, capability development, and acquisition.
The Andrew W. Marshall Foundation's mission is to find and foster new voices who boldly cross disciplinary boundaries and experiment with new analytical methods to address the strategic questions facing the United States over the coming decades. In January 2021, AWMF announced the Andrew W. Marshall Fellow program, which gives an extraordinary thinker the opportunity to research and write on a topic of deep importance to the long-term security of the United States over one to two years in residence at a host institution.
