In January, Kim Jong-un pledged to modernize and refine North Korea’s arsenal by building “ultramodern tactical nuclear weapons,” “hypersonic gliding-flight warheads,” “multi-warhead” missiles, and land-and submarine-launched ICBM. Yet just three years ago Kim declared his nuclear program had been completed. What is the North Korean dictator up to? How does the North Korean regime’s paranoid perception of threats motivate these undertakings? Join our distinguished panel for a discussion of this important topic.
